Right shift key cannot let us move to a new layer without having a trait (and old layer)

How can we remap SHIFT + '-’ to ‘=’ ? Yes, we know the answer.
First you configure a Shift key (either right or left) to output (“go to”)
the Layer 2. Next you create a new mapping with ‘-’ key as the input
and ‘=+’ key as the output in the Layer 2. Everything works as we expected.

But when I make Layer 1, and move to the Layer 1 (by mapping the SCROLL LOCK key
to output Layer1 with a sticky mode), it doesn’t work well on the new Layer.
On the Layer 1 , when I press SHIFT+‘-_’, - and = are consecutively output.
Please help.
